I thought this was surely from The Onion but after close inspection it's actually a real guy on C-Span. The political satirist Vermin Supreme even has his own wiki. He wears his trademark boot hat and carries a large toothbrush as he participates in real election debates.

May every American have a free pony!

Of course we need this type of thing. Our political system is a bought-and-paid-for joke. All we can do now is laugh at it and wait for the impending collapse.
